Economic Inclusion and Procurement Policy

EBDI has made it a priority to ensure that a substantial amount of the work generated by the East Baltimore revitalization project will go to local minority- and women-owned businesses and Baltimore City workers.

In order to determine the amount of dollars spent with local minority and women owned businesses and workers, EBDI has established an Economic Inclusion Policy with the overall objective of verifying:

  1. The payments made to said contractors and workers;

  2. Labor hours worked on each construction site based on the priority status outlined in the policy; and

  3. The percentage of the developer’s contribution to the overall project.

This document encompasses the most recent updates to the Policy.
